Important Jail Policies and Procedures:

Inmates at the Howard County Jail are allowed allowed only (2) 25 minute visits per week. Internet visits are allowed with unlimited amount however each visit is limited to 10 – 25 minutes per visit. Due to the excessive number of inmates, visitation is not guaranteed. Visitors must register in the lobby of the Howard County Criminal Justice Center at the provided KIOSK or go to the Howard County Website to .

Only one (1) visitor / child can visit at a time. With internet visits, 2 adults may participate at the same time as long as both adults are registered. All visitors, with the exception of visitation by internet, must sign in at the front desk during business hours and Central Control for all other hours at least 15 minutes before the scheduled visit. Cell phones and other recording devices will not be permitted inside the facility.

Inmates are allowed to receive mail sent through the US Post Office. Mail must be in manila or mailing envelopes that are no longer than 9 x 12, and any greeting cards sent can be no longer than 6 x 9. Inmates are allowed to receive a maximum number of 16 photos, no larger than 5 x 7. Polaroids are not allowed.

Inmates are also allowed to receive email from family and friends for a small fee. You can set up an account at to avail of this service.

Funds can be added into an inmate’s account by mailing a money order (not exceeding $50) to the jail, by using the kiosk in the lobby of the Howard County Criminal Justice Center, or by going online at .

The Howard County Sheriff’s Office is offering local churches assistance with questions about security.

Past and recent events have law enforcement and churches looking for answers as how to best protect our communities, including places of worship.

The Howard County Sheriff’s Chaplain, John Murdoch, had been certified in “crime prevention” and trained in “church security” by the Ohio Crime Prevention Association.

Chaplain Murdoch and Chief Deputy Jerry Asher have conducted security assessments for local churches this past year and are available if called upon to help our churches formulate a “security plan” tailored to each need.

The Indiana Sheriff’s Association is currently working on developing a model policy for church security to assist all Indiana Sheriff’s in their communities.

Knowing that our local Law Enforcement Officers attend the many churches in Howard County, the materials and resources we have are available to any full time sworn Police Officer in Howard County.

Shortly after 12:30 PM on Thursday November 9th, Corrections Officer Evan Fiscus, age 26, was injured in an altercation with inmate, Bobby Lee Bowman, age 36.

The altercation occurred in a "Protective Custody" unit where Bowman was being held on criminal charges of Criminal Confinement, Intimidation, Domestic Battery by Means of a Deadly Weapon, Habitual Criminal Offender and Petition to Revoke a Suspended Sentence for a previous criminal offense.

Officer Fiscus was transported to Community Howard Hospital via ambulance where he was found to be suffering from a concussion. He was treated and released later Thursday afternoon.

Detectives are investigating this incident and a report will be forwarded to the Howard County Prosecutor for review.

Subject/Case: Stabbing

Shortly before 11:00pm on October 20th, deputies and medics responded to the 500 block of Naphew Lane in reference to a stabbing. The victim, 30 year old Joshua Suiter, called 911 stating he had been stabbed in the abdomen.

When deputies arrived, they found Suiter lying on the grass holding a rag to his stomach. He told deputies he’d gone to a nearby residence to confront his prior landlord, Mark Peselli, about a text message Peselli had sent to his wife. As Suiter approached the residence, Peselli came out of his home and an argument ensued. During the exchange, Suiter was stabbed. He then went to a neighbor’s residence to call for help. He was transported by ambulance to St. Vincent’s hospital Kokomo and later transported to an Indianapolis hospital.

Peselli told investigators that he’s been harassed by Suiter ever since he had him evicted. Peselli stated he went to his door tonight and was confronted by Suiter. He felt intimidated and threatened so he pulled out his pocket knife thinking it would make him leave. Peselli stated he started pushing Suiter back and in the process stuck him with the knife. He stated he didn’t mean to stab him. He just wanted him to leave his home.

When deputies first arrived on scene, Peselli exited his home and began walking towards deputies in a highly agitated state. Deputies gave verbal commands to stop, but he refused. Due to his agitated state and refusal to obey verbal commands to stop, the Taser was deployed. He was charged with Resisting Law Enforcement and booked in at the Howard County Jail.

This case remains under investigation.
